To participate in fishing activities inside the Convention Area, Members must issue a licence, permit or authorisation to their flagged vessels detailing the specific areas, species and time periods for which fishing is authorised.

The details of these licences, permits or authorisations must be provided to the Secretariat within seven days of issuance and fulfil the requirements of Мера по сохранению 10-02. The List of authorised vessels is made available to Contracting Parties, non-Contracting Parties, NGOs and the public.
