This paper highlights the benefits of having timely, accurate and freely available information about vessels licensed or permitted to fish in the Convention Area. It is proposed that CCAMLR build on the existing requirements for Parties to report details of such vessels and develop a register.

This paper proposes the Commission implement an Action Plan to combat the high level of illegal, unreported and unregulated fishing of Dissotichus spp. in the Convention Area. In addition to continuing diplomatic approaches to non-Contracting Parties, the paper proposes the Commission introduce a Statistical Document Program for Dissostichus spp. and further related measures.

This paper highlights the importance of gathering information about illegal, unreported and unregulated fishing activities in the Convention Area. It is proposed that CCAMLR scientific observers on board licensed vessels in the Convention Area report any other vessels sighted to provide improved information to Contracting Parties and facilitate their action against illegal, unreported and unregulated fishing.

This paper highlights the importance of having a uniform standard of vessel identification markings on vessels fishing in the Convention Area. It is proposed that the 'FAO Standard Specifications and Guidelines for Marking and Identification of Fishing Vessels' be adopted by CCAMLR as a standard system to identify fishing vessels.
